New ERF Submission Process — Now Live
Effective 8/25/26, all applicable Exception Request Forms (ERFs) must be submitted through the HR and Payroll Support Portal (ServiceNow).
- Rutgers Portal Homepage - HR Portal and select "Request Service."
Note: The DocuSign ERF process has been discontinued.
To access the new ERF, log in to the HR and Payroll Support Portal and navigate to General, Business Partner Services, or Talent Acquisition and Onboarding. The form is labeled: Position Cost Control Exception Request Form (ERF)
The new functionality will provide improved visibility into ERF transactions through case numbers and status tracking. The portal will also identify the appropriate University affiliation based on the initiator's NetID and automatically apply the applicable routing and approval requirements.
