Vice Dean for Administration
Paul Elwood is responsible for the overall leadership and management of the Office of Human Resources which serves the School of Environmental and Biological Sciences and the New Jersey Agricultural Experiment Station. He develops and implements the policies and procedures associated with human resource functions and is also responsible for administrative leadership and support for all matters related to the hiring, reappointment, promotion, and tenure process for faculty. In addition, Paul is responsible for the interpretation and enforcement of employment terms covered by collective bargaining agreements and serves as a university representative in personnel-related activities including affirmative action, grievances, and harassment compliance.
Assistant Dean for Personnel
Phyllis is the initial contact providing direction and advisement to all SEBS departments on personnel-related matters, i.e., searches and recruitment through reappointments, retirements and terminations, and making certain that all terms and conditions of employment are adhered to. She also provides training and education on various human resources topics such as new university-wide HR initiatives, Family and Medical Leave (FMLA), etc. She often serves on search committees for administrative staff and assists the Vice Dean for Administration in serving as University representative in personnel-related matters such as Affirmative Action, grievances, and harassment compliance. For faculty affairs, she oversees the adherence to the faculty appointment/reappointment process: completion of all faculty appointment letters and faculty contracts and coordinates the faculty reappointment packets. Phyllis also oversees the Sabbatical and Competitive Fellowship Leave Programs. As Unit Approver, she oversees all requests in the Rutgers Onboarding Classification System (ROCS) and monitors unit compliance including application of University rules and regulations of the Absence Reporting System (ARS).
Accounting Supervisor II
As a member of SEBS Human Resources, Jackie will continue to be responsible for all SEBS Human Capital Management approvals and acts as back up approver for Time and Labor in the HCM System. She guides participants in the Federal Retirement program and assists them with benefit related matters. As one of the ROCS Unit Approvers she reviews and processes all Class 3 and Class 4 requests. In addition Jackie assists in the review of all Staff Absence Record Cards in the Absence Reporting System. Jackie is also responsible for the review and approval of all PTL Appointments as well as the maintenance of PTL files and records. She assists in the review and processing of all requests for Sabbatical and Competitive Fellowship Leaves. Additionally, Jackie is responsible for the processing of Summer Salary requests.
In addition, Jackie continues to serve as a Notary Public for the SEBS Community.
Human Resources Coordinator
Teresa reports directly to the Vice Dean of Administration and manages the following processes for SEBS: appointment initiation and reappointments for teaching and graduate assistantships; post- doctoral associates and fellowships; courtesy visiting scholars and students, and international student interns. She is the point of contact for H1B and J-1 Visas and is the School's liaison to the International Center. She coordinates the annual promotion and tenure cycles, post-tenure and rank review processes. As well, Teresa is also instrumental in assembling the compensation programs for staff.
